Can I hang light fixtures directly from the ceiling drywall?

Only isolated fixtures (< 5 lb) can hang from the drywall. Anything heavier needs to be hung from the structure above through an isolated back-box that is sealed to the finish drywall with acoustic sealant.

Are A96R clips reusable if I remove them?

No — once the rubber isolator has been drawn into service and backed out, it has taken a permanent set and can no longer deliver rated isolation. Replace the clip.
